Education

Our children need 21st century resources to prepare them for college and 21st century careers. And because children learn differently and have diverse abilities and interests, we must offer them multiple paths to success.  I am committed to providing the resources needed to strengthen our schools, close gaps in school readiness and achievement, supporting our teachers, and finding creative solutions to the problem of rising costs that are discouraging too many of our best and brightest from pursuing higher education.  I support:

  • Funding public Pre-K for all.
  • Giving teachers more professional development and planning opportunities, and peer platforms for the exchange of ideas.
  • Preparing students for college and 21st century careers through rigorous instruction in STEAM subjects (science, technology, engineering, arts and math)
  • Top quality vocational training and career certification programs incorporating expanded education partnerships with businesses and other employers
  • Improving the learning environment by modernizing facilities, relieving overcrowding and upgrading technology.
  • Making higher education more accessible by controlling costs and exploring innovative programs to finance tuition without incurring overwhelming debt.
  • Increasing investments in our community colleges and workforce training programs, to better meet the needs of both young people and older adults.

Jobs/Economy

When it comes to job creation, we should not limit ourselves to one course of action, but must aggressively pursue multiple strategies to grow the economy and address unemployment:

Leveraging Our Strengths — Maryland has established itself among the nation’s leaders and world-class competitors in the Healthcare, Higher Education, Technology, Security and Innovation sectors.  We should explore ways to  grow existing businesses and attract new businesses in these industries and Increase investment in clean energy and Green jobs across Maryland .

Bridging the Skills Gap — Across our district, many hard-working people are left outside of the economy, unable to find jobs that match their skills and training. Students are graduating from college with degrees, debt, and limited employment prospects.  Meanwhile, many employers are frustrated by their inability to find local skilled workers to match available positions.  We should encourage and support partnerships between our public school system, higher education and the community of employers to address this gap between jobs available and skills needed.   I support investing in workforce retraining and job placement for mid-career workers impacted by layoffs and job eliminations, and for returning veterans.

Support for Small and Medium Size Businesses — As a small business owner for the last 23 years, I understand both the challenges faced by small and medium sized businesses and the lost opportunities for job creation when they fail.  The needs of large and smaller businesses differ and a one-size fits all approach to economic development misses that point.  I will advocate for fairness, simplicity and predictability in tax and regulatory policy to help businesses plan and grow. I would encourage greater public-private partnerships to increase access to capital for business start-up and expansion. and  support for programs which encourage entrepreneurship and the establishment of businesses in underserved communities.

Public Safety

Every resident in every county in Maryland deserves to be safe in their community, on their job, and on our streets.  I will support police, firefighters, paramedics and other emergency personnel to ensure they have resources to establish and maintain public safety and to respond to crises that arise.

As the type of crime changes, I want to be sure that they have the up-to-date tools and training to do their job effectively and without undue risk to themselves.  I will support directing greater efforts and resources to combat human trafficking, designer drug and heroin use, gang activity, and the threat of mass shootings. 

We should also explore effective interventions to deter at-risk youth and adults from participating in criminal activity, and support ongoing efforts to fix what’s broken in our criminal justice and prison systems.     

Environment

For Maryland’s future and a stronger economy we must protect our natural resources.  I favor a comprehensive, strategy for healthy communities that includes:

  • Fighting for clean water and air, and limiting carbon and other greenhouse gas pollution;
  • Encouraging development and wider use of reusable energy and of clean energy, like wind and solar;
  • Restoring and protecting Maryland streams, rivers and the Bay;
  • Preserving open space, making more communities walkable and supporting mass transit like light rail, buses, bikes and ride-share programs
  • Investing in infrastructure maintenance and green jobs across the state

Aging with Dignity

Our ability to age in place and remain active should not be limited by inadequate public services or untoward financial burdens. I would support programs and policies that:

  • Address the transportation and other needs of seniorswishing to age in place
  • Encourage broader participation in pre-retirement financial planning programs and incentives for the purchase of long-term care and gap insurance
  • Expand consumer protection and advocacy services for seniors

Promote development of a variety of senior housing options within communities. 

Healthcare

Our ability to enjoy good health and a state of overall wellness is central to our ability to enjoy and participate in every other thing that gives life value.  Every Marylander should have access to the resources that foster long-term health and wellbeing, and be part of a healthcare system that is affordable, accessible and provides good quality care.  As your delegate I will work to:

  • Adequately monitor the next phases of the ACA implementation to identify inefficiencies and gaps in service so that problems can be anticipated and addressed at the front end, and unforeseen problems can be quickly corrected.
  • Encourage availability of comprehensive emotional and mental health and addiction treatment services, including better tools for the families of those needing services, identification and appropriate intervention for school-aged children, programs to address the special needs of veterans and the homeless, anger and crisis management training programs, and other proactive supports.
  • Encourage community and school based health centers to connect underserved populations with preventive care and medical treatment.
  • Require substantial wellness and physical education programs in schools and provision of safe community recreational facilities to promote fitness and develop healthy habits.
  • Support programs to eliminate food deserts and improve healthcare quality in communities where services are most compromised.
  • Insist on a Maryland healthcare system that delivers measurable improvement in health outcomes and controls costs.

Social Justice

The diversity of our district is one of our greatest strengths, and I will work to improve the quality of life for all its citizens.  Strategies to be considered in addressing some of the most pressing challenges include:

  • Tackling the problems of homelessness and hunger in partnership with the business and not for profit communities.
  • Increasing affordable housing and revitalizing communities by repurposing abandoned and aged real estate.
  • Providing wrap around education, employment, housing and medical services for returning veterans.

Open Government

An engaged citizenry is the linchpin of our Democracy. I favor increased transparency and accountability in government and would support public access broadcasting and webcast of legislative proceedings.  I would also encourage the use of plain language reports that allow citizens to see how state revenues are spen
